The BEAR became ruler after the original WHAT incident through the Succession Loophole. The BEAR ruled for an extended period and attempted to integrate itself into WHAAAT!? law and society.

WHAT eventually returned from the mountains and defeated the BEAR on November 7. The resulting Bear Rug became a national relic.
